“Although conservatives might accept violence against socialists and trade unionists, they would not tolerate it against the state. For their part, most fascist leaders have recognized that a seizure of power in the teeth of conservative and military opposition would be possible only with the help of the street, under conditions of social disorder likely to lead to wildcat assaults on private property, social hierarchy, and the state’s monopoly of armed force. A fascist resort to direct action would thus risk conceding advantages to fascism’s principal enemy, the Left, still powerful in the street and workplace in interwar Europe.
Such tactics would also alienate those very elements—the army and the police—that the fascists would need later for planning and carrying out aggressive national expansion.
Fascist parties, however deep their contempt for conservatives, had no plausible future aligning themselves with any groups who wanted to uproot the bases of conservative power.
Since the fascist route to power has always passed through cooperation with conservative elites, at least in the cases so far known, the strength of a fascist movement in itself is only one of the determining variables in the achievement (or not) of power, though it is surely a vital one. Fascists did have numbers and muscle to offer to conservatives caught in crisis in Italy and Germany, as we have seen. Equally important, however, was the conservative elites’ willingness to work with fascism; a reciprocal flexibility on the fascist leaders’ part; and the urgency of the crisis that induced them to cooperate with each other. It is therefore essential to examine the accomplices who helped at crucial points. To watch only the fascist leader during his arrival in power is to fall under the spell of the “Führer myth” and the “Duce myth” in a way that would have given those men immense satisfaction. We must spend as much time studying their indispensable allies and accomplices as we spend studying the fascist leaders, and as much time studying the kinds of situation in which fascists were helped into power as we spend studying the movements themselves.”

In his 1953 book, The Nature of Prejudice, he wrote that prejudice 'may be reduced by equal status contact between majority and minority groups in the pursuit of common goals. The effect is greatly enhanced if this contact is sanctioned by institutional supports [...]'
Schools were the best setting for contact. White children, whose prejudices had not yet hardened, would mix with black children under conditions of equality and strict institutional supervision.
Many believed that integration for children was so important that the opposition of parents should be ignored. James S. Liebman of Columbia law school wrote that in order to protect children from the 'tyranny' of their parents they should be required to attend 'schools that are not entirely controlled by parents,' where they could be exposed to 'a broader range of [...] value options than their parents could hope to provide.' Integrated education was the best way to reform 'the malignant hearts and minds of racist white citizens.'
Jennifer Hochschild of Princeton agreed that the stakes were so great they justified limiting the will of the public. Because a majority of Americans did not understand the benefits of integration, democracy should be set aside and Americans 'must permit elites to make their choices for them.' She believed parents should be banned from sending children to private schools.
The assumptions of the 1950s were that white adults might not integrate willingly, but their children who went to school with blacks would grow up with enlightened views, and the racial problem would be solved.”

The New Jim Crow: Mass Incarceration in the Age of Colorblindness
“Jim Crow and mass incarceration have similar political origins...both caste systems were born in part, due to desire among white elites to exploit the resentments, vulnerabilities and racial biases of poor and working-class whites for political or economic gain. Segregation laws were proposed as part of a deliberate and strategic effort to deflect anger and hostility that have been brewing against the white elite away from them and toward African Americans. The birth of mass incarceration can be traced to a similar political dynamic. Conservatives in the 1960s and 1970s sought to appeal to the racial biases and economic vulnerabilities of poor and working-class whites through racially coded rhetoric on crime and welfare. In both cases, the racial opportunists offered few, if any, economic reforms to address the legitimate economic anxieties of poor and working-class whites, proposing instead a crackdown on the racially defined "others." In the early years of Jim Crow, conservative white elites competed with each other by passing ever more stringent and oppressive Jim Crow legislation. A century later, politicians in the early years of the drug war competed with each other to prove who could be tougher on crime by passing ever harsher drug laws- a thinly veiled effort to appeal to poor and working-class whites who, once again, proved they were willing to forego economic and structural reform in exchange for an apparent effort to put blacks back "in their place.”
