Such tactics would also alienate those very elements—the army and the police—that the fascists would need later for planning and carrying out aggressive national expansion.
Fascist parties, however deep their contempt for conservatives, had no plausible future aligning themselves with any groups who wanted to uproot the bases of conservative power.
Since the fascist route to power has always passed through cooperation with conservative elites, at least in the cases so far known, the strength of a fascist movement in itself is only one of the determining variables in the achievement (or not) of power, though it is surely a vital one. Fascists did have numbers and muscle to offer to conservatives caught in crisis in Italy and Germany, as we have seen. Equally important, however, was the conservative elites’ willingness to work with fascism; a reciprocal flexibility on the fascist leaders’ part; and the urgency of the crisis that induced them to cooperate with each other. It is therefore essential to examine the accomplices who helped at crucial points. To watch only the fascist leader during his arrival in power is to fall under the spell of the “Führer myth” and the “Duce myth” in a way that would have given those men immense satisfaction. We must spend as much time studying their indispensable allies and accomplices as we spend studying the fascist leaders, and as much time studying the kinds of situation in which fascists were helped into power as we spend studying the movements themselves.”

Kushner relates a remarkable story he read in a magazine geared toward clergy, a fictional account of a pastor in a mid-sized church who had a dream one night in which a voice said to him, ‘There are fifty teenagers in your church, and you have the ability to lead forty-nine of them to God and lose out on only one.’ Energized by the dream, the minister throws all his energy into youth work, organizing special classes and trips for the church’s teens. He eventually develops a national reputation in his denomination for his work with young people. ‘And then one night he discovers his sixteen-year-old son has been arrested for dealing drugs. The boy turned bitterly against the church and its teachings, resenting his father for having had time for every sixteen-year-old in town except him, and the father never noticed. His son was the fiftieth teenager, the one who got away.’
Of course, this was not necessarily true of Moses’s children, but the silence of the Torah concerning his children (which is not the case with the children of Abraham, Isaac, Jacob, and Aaron) serves as an important reminder to parents who have achieved success to be sure to make time for their children. If force in itself were contrary to the spirit of art, perfect works of art could arise only in a state of complete anarchy. But in reality the pre-suppositions on which the aesthetic quality of a work depends lie beyond the alternative presented by political freedom and compulsion. Therefore the other extreme, namely, the assumption that the ties which restrict the artist’s freedom of movement are profitable and fruitful in themselves, that the freedom of the modern artist is consequently responsible for the inadequacies of modern art and that compulsion and restrictions could and should be produced artificially as the supposed guarantees of true ‘style’, —such an assumption is just as wrong as the anarchist point of view.”
